BPOM registration is not one licence, and that is where most import plans go wrong. Badan Pengawas Obat dan Makanan — BPOM — is Indonesia's food and drug authority, and the product families it controls do not travel on the same instrument. Processed food is registered. Cosmetics are notified. Health supplements are registered through a different door again. Which one applies is decided by presentation and claims — and the number belongs to an Indonesian entity, never to the brand that made the goods.

Three questions follow, and three parties answer them. Is there an entity entitled to import at all? A shipment is declared by an Indonesian importer of record, and the overseas seller cannot be that party — who can legally import into Indonesia takes that apart. Is it registered to import, and in what capacity? That is NIB, API-U and API-P registration. Is this product allowed to be sold, under which instrument? That is this page.

This article prints no rate, no tax figure, no percentage and no currency amount, and it promises no timeline for a registration, a notification, an approval or a clearance. Where duration is mentioned, it describes how the authorities publish their own process, never a commitment by us. No example here is a client case or a quotation. Nothing here is legal advice. Whether a product may be imported, registered or distributed is decided by BPOM and by the holder. Regulations change, and the instrument in force at filing governs.

The short answer: three regimes, not one

BPOM's mandate covers medicines and food and extends to cosmetics, health supplements and traditional medicines as separate families with separate requirements (Business-Indonesia, on BPOM registration). The instruments follow that split.

A notification is not a registration. Cosmetics skip the dossier approval that food goes through: the company must hold a product information document before notifying, and the authority verifies the notification rather than approving a formulation (Peraturan BPOM No. 21 Tahun 2022).

Food registration now speaks in the language of business licensing. The outcome is a PB-UMKU — the licence number issued to support the activity — obtained by registering as a new filing, a variation or a re-registration (Peraturan BPOM No. 23 Tahun 2023). On the pack an imported product still carries an ML number; the system records it as imported (ML) or domestic (MD) (Pedoman Registrasi Pangan Olahan 2023). A supplier who cannot name the instrument has told you nothing you can plan with.

The lane is decided by how the product is presented

The most expensive error here is not a missing document. It is a product filed in the wrong lane, discovered after the packaging is printed.

Illustrative only — not a client case, not a quotation: the same vitamin C is a processed food as a fortified drink, a health supplement in capsules with a health claim, and a cosmetic if the pack copy presents it for application to the skin. The substance did not change; the presentation did, and presentation selects the regime. Supplements sit between the lanes, registered under their own regulation (BPOM OTSKK).

Food registration shows why. The applicant selects a food category, which sets the quality requirements, contaminant limits, additive rules and fee that apply — and it is recorded as part of the registration number itself (Pedoman Registrasi Pangan Olahan 2023). Choose it wrongly and every downstream requirement is calibrated to the wrong product.

Two habits follow. Settle the lane before artwork is locked: claims, nutrition panel, ingredient order and product name all have to describe the product the file describes. And treat the claim as a routing decision — a sentence added for one market can move a product into another regime, and the cost of that sentence is a new file.

Who can hold a BPOM number — and why it is never the overseas manufacturer

Every instrument above is issued to an Indonesian party. The manufacturer abroad supplies evidence; it does not hold the number. The registration is an asset of the Indonesian entity named on it, and that changes the commercial structure of an import programme.

For processed food, the applicant is a Perusahaan — a producer or importer holding a business licence — and the file must include an appointment letter (surat penunjukan) from the origin company to the importer registering. The importer's name and address must match the NIB and the registration system, and an exclusive appointment has to say so as a sole-agent clause (Pedoman Registrasi Pangan Olahan 2023). A letter naming a group company rather than the importer of record quietly stalls a file.

For cosmetics, the applicant must be an Indonesian cosmetics manufacturer, a contract producer, or a cosmetics importer. An importer does not simply open an account: it must obtain a recommendation as a notification applicant after a facility inspection by the local BPOM technical unit, and it needs a technical responsible person (Peraturan BPOM No. 21 Tahun 2022). That inspection is an event with a site, a date and findings — not a formality that compresses because a vessel is loading.

So the question is not who will register it, but who will own the number, and what happens to my route to market if that relationship ends. Your own Indonesian company gives control but means building the entity first; a distributor as applicant is fastest, but the number becomes the distributor's asset and moving later is a re-registration; an appointed representative keeps distribution flexible but puts a third party in the file. Whichever route, holder, importer of record and consignee should match, or a document must explain the difference.

What we assist with, and what we need from you

We are a freight forwarder and logistics coordinator. We are not a registration body, we hold no accreditation in this field, and we do not hold BPOM registrations — not for clients and not in our own name. What we do is keep the regulatory question attached to the shipment plan while the answer can still change something.

That means reading the requirement against your goods, presentation and tariff line before freight is booked; telling you when a consignment should not be booked yet; keeping the holder, the importer and the shipping documents aligned; and sequencing registration against production release and the sailing you are aiming at. Whether an application can be made, by which entity and on what conditions is assessed case by case.

To assess it, we need most of the following:

  • The product as it will be sold — description, presentation, pack format and the claims, in the wording you intend to print.
  • Composition and plant — quantities the plant will actually run, and every site that will appear on a certificate.
  • The brand and the holder — who owns the trademark, whether an Indonesian entity exists, and which licence it holds.
  • Documents you already have — GMP or CPPOB evidence, free sale or health certificates, laboratory reports, any existing registration, with their dates.

What we do not do: we do not file the application, issue or hold the number, choose your Indonesian holder, or promise approval, a duration or a success rate. Where the assignment goes beyond coordination it belongs to your Indonesian entity and, where required, to a party accredited to work on that instrument — our import licence service page describes where that handover sits.

The dossier is built at origin — this is where shipments stall

Almost all the documents originate with the manufacturer or its suppliers before anyone in Jakarta sees the file. For processed food, the guideline's import requirements include composition and production process, evidence of good manufacturing practice, the appointment letter, photographs of every side of the retail pack, an Indonesian-language label carrying the nutrition panel, the expiry date and the importer's identity (ITA), sworn translation of any other label text, a health or free sale certificate, and laboratory analysis covering heavy metals, chemical and microbial contamination, additives and claimed nutrition (Pedoman Registrasi Pangan Olahan 2023).

For cosmetics, notification requires the agency appointment letter valid at least six months beyond filing, a free sale certificate for product from outside ASEAN legalised by the Indonesian embassy, GMP evidence, trademark documents, and the product information document held before notifying (Peraturan BPOM No. 21 Tahun 2022; BPOM registration FAQ).

The trap is not the list. It is that each document has its own clock, and the clocks do not start together:

Comparison

Document

Constraint that usually bites

Health or free sale certificate

Valid as stated; where none is stated, no more than one year from issue

Laboratory analysis

Valid as stated, otherwise one year — and the sample came from a batch since sold

GMP / CPPOB evidence

Must be current when registered, not when the supplier last sent it

Appointment letter (cosmetics)

At least six months remaining at filing

Health or free sale certificate

Two conclusions follow. Mismatch, not absence, is the usual cause of a stalled file — a product name spelled differently on certificate and label, an importer address that changed, an analysis report naming the trading company rather than the plant. And re-testing is a production event, not a courier event: if a result expires while a file waits, the new sample must come from a batch that exists.

One piece of good news: for food, the analysis may come from an accredited laboratory inside or outside Indonesia, or a government laboratory, provided it names the product, the manufacturer and the parameters tested — unlike product certification under a mandatory standard, where foreign reports are often refused.

BPOM, issued to the holder

Cargo can be loaded and can arrive without a BPOM number. What it cannot do is complete a commercial import and reach a shelf on the strength of the transport file alone: for regulated goods, sector approval is one of the things the import process expects, and the U.S. Commercial Service notes that additional permits and compliance documents for food, pharmaceuticals and cosmetics must often be submitted before shipment approval (ITA, Indonesia — import requirements). At declaration the consignment is screened against import restrictions, and the BPOM instrument is one of the documents screening looks for — see what a PIB import declaration is.

The forwarder can move it; the importer can declare it; only the holder's BPOM instrument allows it to be distributed. That is a division of responsibility, not a rule about cargo. The consignment is screened at declaration, and where the instrument is missing or does not match the goods, whether it is held, refused, re-exported or destroyed is decided by the customs authority and BPOM — inside a storage clock the buyer pays for. That is why "can you ship it anyway?" is the wrong question: it has no single answer, and none of the possible answers protects the buyer.

Which is why the registration decision belongs in the sourcing calendar, not the shipping calendar: once booked, the only variable left is how long the goods wait (why cargo gets held at Indonesian customs).

The clocks that catch buyers out

Validity, and a narrow renewal window. A cosmetic notification is valid for three years and renewal must be filed at least 30 days before it lapses; inside that window the company cannot renew and must file again with a new number (BPOM registration FAQ; Peraturan BPOM No. 21 Tahun 2022). Processed-food registration runs on its own cycle: the registration number is issued for five years and is renewed through re-registration, as BPOM's food-registration directorate states (Direktorat Registrasi Pangan Olahan — layanan).

Lapse through non-use. A cosmetic notification is cancelled if the company has not produced, or imported and distributed, the product within six months of the number being issued (BPOM registration FAQ). A number obtained early for a launch that slips can die quietly, and the second filing is not a renewal.

Per product, not per brand. A separate registration is required where products differ in type, packaging, composition, production site, importer or label design (Peraturan BPOM No. 23 Tahun 2023). A range of flavours is a set of files, not one file with an annex.

Change of holder. For cosmetics, replacing the importer is not an amendment: the new applicant must produce a notarised clean-break letter between the previous importer and the principal, BPOM may seek clarification from the previous importer and give it three months, and the outgoing importer can be allowed to sell off stock for up to six months (Peraturan BPOM No. 21 Tahun 2022). A decision taken in one quarter can still be working its way through the chain when the next quarter opens, and while the file is open the incoming importer holds no number of its own to import under (Peraturan BPOM No. 21 Tahun 2022).

Where BPOM sits among your other Indonesian approvals

Layers are routinely mistaken for each other. The entity layer is in NIB, API-U and API-P; the standard layer, where a ministry cites a mandatory standard for your tariff line, in SNI certification; the shipment layer in HS codes and tariff classification. Two neighbours: halal certification comes from BPJPH and is neither required for nor granted by a BPOM number, and SNI is a standard a ministry may cite for your line — a product can carry both, and satisfying one discharges neither. The cluster is indexed on the import licences and certification hub.

Questions importers ask us

Is BPOM the same as halal? No. BPOM issues the registration or notification that allows distribution; halal is a separate certification from BPJPH. Food and cosmetics face both, on different schedules.

Can we import first and register while the goods are on the water? You can ship; whether the consignment can be imported and sold depends on the instrument being in place and matching the goods. Sample, exhibition and special-access routes exist, but they are not a distribution channel.

How long does it take? BPOM publishes service windows for its own verification work, differing by instrument and risk tier. They are not a date anyone can contract against: they start when a complete file is submitted, not when a purchase order is raised. The useful question is what in our file is not yet complete, and what expires while we wait.
